NOTICE OF FUNDING AVAILABILITY AND SOLICITATION OF CORONAVIRUS (COVID – 19) RESPONSE FUNDS PUBLIC SERVICES & ECONOMIC DEVELOPMENT (CDBG-CV 3) CITY OF SANFORD COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

In response to the Coronavirus Pandemic (COVID-19), the United States Department of Housing and Urban Development notified the City of Sanford that it has been awarded an allocation of Community Development Block Grant-Coronavirus Response Funds (CDBG-CV) $367,418 to be used to fund programs and activities that prevent, prepare for, and respond to COVID-19.  This allocation was authorized by the Coronavirus Aid Relief and Economic Security Act (Cares Act), Public Law 116-136 to respond to the growing effects of this historic public health crisis.

The City of Sanford Community Development Block Grant Program, established the COVID-19 Relief Fund to help nonprofits address the immediate needs of our city’s most vulnerable residents who are impacted by COVID-19. The City of Sanford has allocated $55,452 in CDBG – CV 3 funding to implement public services activities such as food, housing, healthcare, support services, living expenses, and other services for low and moderate-income persons impacted by COVID-19.

In addition the City of Sanford has allocated $73,342 in CDBG – CV 3 funding to implement Economic Development activities such as job creation, retention, and training for low and moderate-income persons impacted by COVID-19.

City of Sanford encourages small businesses, micro-enterprises, and other workforce development to take advantage of the opportunity to provide medical testing, housing, and mental healthcare services to our most vulnerable city-wide population.

GRANT CRITERIA

The COVID-19 Relief Fund’s intent is to assist essential nonprofits with increased demand for services due to COVID-19.  Funding will be directed to nonprofits with deep roots in the community and a strong track-record serving City of Sanford vulnerable populations.

The City of Sanford Community Development Block Grant Program., will consider grant requests from nonprofits serving vulnerable populations with basic needs (food, housing, healthcare, living expenses, etc.) if they had significant reduction in funding due to COVID-19 or an increased demand in services due to the COVID-19 pandemic.

Grants will be considered for organizations with the greatest capacity to serve citizens for each service category.

ELIGIBILITY for Public Services & Economic Development

  • Grants are open to 501(c) nonprofit organizations
  • Other public agencies (serving City of Sanford residents only)
  • For-profits and individuals are not eligible

EXCLUSIONS

  • Administrative expenses
  • Expenses covered by a Payroll Protection Program forgivable loan or other government relief
  • Academic or medical research
  • Funding to schools and public agencies that would supplant tax-supported, mandated services
  • Annual fundraising campaigns or events
  • Creation of, or addition to, endowment funds
  • Payment of debt or legal settlements
  • Political or partisan purposes
  • Subcontracting services
  • Capital projects
  • Event sponsorships

The City will offer two workshop options. The first will be held Tuesday August 2, 2022 from 9:00 AM – 10:00 AM. This workshop will be held to provide technical assistance and to answer questions for all interested applicants at the Sanford City Hall, first floor City Commission Chambers, located at 300 North Park Ave, Sanford, FL 32771.

A second mandatory technical assistance workshop will be held Wednesday, August 8, 2022 from 2:00 PM – 3:00 PM, at the Sanford City Hall, first floor City Commission Chambers, located at 300 North Park Ave, Sanford, FL 32771.

The DEADLINE for submitting applications is no later than 1:00 pm on Friday, August 19, 2022

All interested applicants must have a representative present at one of the two workshop in order to apply for CDBG-CV 3 funding.
